#03 The Reconstruction of Fukushima

Fukushima At The Mercy Of Nuclear Radiation - What We Need In Order To Retrieve Our Future

The greater part of the Tohoku disaster is the damage caused by the tsunami. However, it was a different story for Fukushima. It was the radiation from the Fukushima nuclear power plant. The quantity of radiation in the air is said to have decreased recently but the soil remains contaminated and there is no set date for decontamination.

"Health hazards caused by the radiation", "damage caused by false rumors", and the "devaluation of property" make up the three major adversities Fukushima suffered.

As for the health hazard, the effects of radiation remain yet to be seen. However, it is impossible to predict what sort of symptoms the people of Fukushima, especially the children, may be plagued with in the future. Even if we don't see the effects of radiation, the children of Fukushima currently cannot play outdoors. People fear how this situation may affect the children still in their early development,

Consumers Led to Avoid Produce from Fukushima

The damage caused by bad rumors has had a major effect on the farming and tourism industry. Not all of Fukushima's soil has been contaminated. Radiation has not been found in the produce grown in the uncontaminated soil. Most farmers in Fukushima voluntarily have their produce tested for contamination and there are many which are found to be free of radiation.

However, because it is made in Fukushima, much of the uncontaminated produce cannot be sold. Even if the coast is restored, there won't be many people who will by fish and other seafood products from Fukushima. Aizu and the Bandai Mountain area, major tourist attractions of Fukushima, have very low radiation levels. And yet the number of tourists visiting the area has decreased drastically.

Although it has not become very visible yet, "devaluation of property" will become a serious issue. Due to the nuclear power plant failure, the value of property in Fukushima has dropped to nothing. For the time being, no one will be willing to purchase land in Fukushima.

An Inexpensive and Efficient Method of Decontamination Needed

There is only one way to resolve these issues. We must decontaminate the area. The government's methods, however, which consist of scraping off the surface of the contaminated land, and hosing down the buildings and side ditches with water, are obsolete and do not offer a basic solution. 70% of the contamination in Fukushima is in the woods. The woods cannot be decontaminated with these methods. Even if the contaminated soil is scraped away, the radiation on the leaves and branches of the trees will eventually fall to the ground. From a cost perspective, it is said that these methods of decontamination will require over100 trillion yen, not an amount the government or the prefecture of Fukushima can afford. We need a less expensive and more effective way to get rid of the contamination.

For instance, we at Tohoku Rising, are experimenting with a technology called KET. This method merely requires the sprinkling of a liquid solution, very easy and inexpensive. Experiments have shown cases where the level of radiation drops to two thirds just within an hour after distribution of the liquid.

Currently, we are experimenting to see the long term effects. If we can see the efficacy, decontamination of the woods would be possible and we estimate that we can cut the cost of decontamination to one tenth of what the government is using on the current methods.

Flexible and Realistic Measures

We need to gather decontamination technology from all over the world, conduct experiments, and find a more cost effective way. Perhaps we should invite to Fukushima, experts in the field from all over the world, and hold a sort of Olympiad of decontamination technologies.

The Japanese government seems to hold the stance that they will only use methods which have been scientifically proven. However, such a decontamination technology does not exist in this world. That is why we need to experiment. It has not been proven yet why concrete hardens. But in reality, concrete is already being used in many ways.

The important thing for decontamination is not whether it has been scientifically proven but efficacy. If the radiation level goes down, we should employ that method even if it has yet to be scientifically proven. We need to be flexible and take realistic measures.
